A Historical Overview of the Faculty of Engineering, Benha
Ministerial decree No. 334 was issued on April 23, 1988, establishing the Higher Institute of Technology in Benha, with a study duration of five years leading to a bachelor's degree. The decree allowed for either continuous or phased study, based on the internal regulations of the institute, which were issued by the Minister of Higher Education on April 26, 1988. Ministerial decree No. 347 was issued on the same date, forming a committee to design the study plan for the institute's classes, ensuring that the curriculum meets or exceeds the academic level of a bachelor's degree in engineering while emphasizing a specialized technological focus in line with the latest scientific advancements. The committee included deans, professors from Egyptian universities, and industrial experts from Egypt.
The institute commenced its academic activities on October 8, 1988, and was officially inaugurated by the President of the Republic on November 19, 1988. Between April 1988 and September 1990, study plans were developed, and the internal regulations were presented to the Minister of Higher Education for submission to the Supreme Council of Universities. This was to equate the bachelor's degrees awarded by the institute with those granted by engineering faculties at Egyptian universities in corresponding fields. During this period, expertise from specialists in the United Kingdom was sought through a cooperation program between the Ministry of Higher Education and the British Council, alongside Egyptian experts.
On January 8, 1994, the Supreme Council of Universities approved, in its session, the recommendations of the Equivalence Committee from its December 30, 1993 session, equating the bachelor's degree in engineering and technology awarded by the Higher Institute of Technology in Benha with the bachelor's degrees in engineering awarded by Egyptian universities in corresponding disciplines.
Presidential decree No. 83 of 2006 integrated the Higher Institute of Technology into Benha University, stipulating that the University Council, upon recommendation by the institute’s council, would award the Bachelor of Engineering and Technology in the disciplines listed in the internal regulations, as well as postgraduate diplomas and master's degrees in those fields.
Subsequently, Supreme Council of the Armed Forces decree No. 16 of 2011 amended certain provisions of the executive regulations of the Universities Organization Law. Article II, clause 13, replaced the name "Higher Institute of Technology, Benha" with "Faculty of Engineering, Benha," as published in the official gazette on March 16, 2011. The revised undergraduate regulations were approved in 2012, followed by the new postgraduate regulations, approved by ministerial decree No. 4743 on December 12, 2013.
